If you watch the raw footage of the Kristi Noem event, the guards chose men with a lot of tattoos, made them move to the front of the cell, and then stripped them down to nothing but shorts so they would be degraded.

See it's funny, because there probably was a time in U.S. history when an unelected plutocrat gaining illicit access to government systems would have resulted in him being dragged out of whatever government building he was in at the moment by his balls by armed government agents within +/- 3 minutes
