My feeling is that if driving to a place won't damage their car, they will drive there. So I actually like the concrete dividers

When I was cycling in Spain and France, there're curbs intentionally put on roads in towns to narrow the streets so it'll be very hard for cars to pass each other quickly. That works like a charm. And much more comfortable than speed bumps for cyclists.
