My intuition is that the key distinctions to make are not between these terms, which necessarily overlap, but between a comparativist approach where the object is national and an IR one where the national is a part of the transnational object of analysis. Here's how we do it in #IndulgingKleptocracy

Here’s how this plays out. Companies pause, add the tariff to the price for the American consumer, and only deliver items where that price is paid. Within weeks, undelivered and hugely expensive items will be a political reality. Then we’ll see that Trump’s power is less than he thinks.
