They're going to tie this up in investigations? There is literally nothing that Congress can't demand, and when a unanimous (except for one procedural protest vote) Congress demands something, it's not as simple as tying it up for years with legal procedural BS.

This will be appealed up to SCOTUS but SCOTUS will have to decide this on the best interests of the Constitution now and forever. Allowing this kind of gerrymandering has to be very clearly unconstitutional now that an entire legislature can indulge it's worst political fetishes like this POS.
