Yes, but as you can see from the map, the suburbs of Paris have a MUCH higher population density than practically every Chicago community area. The metropole of Paris has 7 million people in an area less than half the size of Cook County.

By American standards, the Paris suburbs still have a crazy high population density. Here's a map I made a while back comparing it to Chicago.
