In 2023, NSW for the first time regulated the practice, requiring licences and metering, cutting back take by about 1/3, and making farmers pay for the water, too

Hi Paul, for the last 20 years or so, farmers have been able to ‘carryover’ any unused water in their accounts and leave it in storage for the next year, so they can better manage the peaks and troughs of water availability through wet and dry years.

It did succeed in doing that, but Elon failed on his own terms boasting he would save trillions of dollars. Now US is suffering only the downside and it’s a bit rich for Elon to make out he niw cares about the deficit, when his DOGE fantasy cost more in $ than it saved.
