This is all hard and fraught and there are issues with many approaches and also, as we are experiencing huge dangers from inaction or over-cautious approaches. It feels important to wrestle right now with how to mitigate real tradeoffs to important structural changes needed now.

Or for the filibuster, it doesn't have to be across the board- but can carve out the narrowest exception needed (e.g. for new statehood offers) leaving some friction in place for other topics.

(Fillibuster itself would be much less bad with a more representative electoral college.)

How can one reconcile these things?

One way could be to create rules that get the job done while being workable for whoever is out of power.

E.g. the court expands by n seats each presidential term if there have been no openings in the first x months (n & x balanced as needed, maybe 2 & 18?)

The same goes for court expansion. Feels extremely necessary *and also* a no-filibuster trifecta that doesn't even need to worry about supreme court rulings (it just adds adds 2n+1 flunkies to the court) would be even more catastrophic.

Trump's 2 bazillion legal cases create friction & drain time.
