Trump doesn't seem to think of tariffs as an economic tool, but rather as a way to force other governments to do what he wants.
This is why I don't think we'll get a big tariff on Chinese products...Trump needs them to approve the sale of TikTok.

It's good that there's a 25% tarriff on imported coffee now. This will incentivize people to purchase American coffee, grown in the New Jersey coffee forests
