Increase the number of circuits to 15. Reshuffle the circuit justices. Pull five at random for three year terms on a rotating basis. No justice may receive any other income except salary and cannot be a member of any external organization, including political parties.

Interesting. I do wonder how a state would deny a plane the ability to access its airspace. And I don't want to be anywhere near an argument over the interstate highway system.
