Yeah it's not all or nothing and the pool is not the only cause of budget pressures but it's significant and it ramps up for the next five years.

This was a sadly predictable outcome and it gets worse each year with the debt being phased in. @davethompsonvic.bsky.social warned everyone that would listen that this was likely.
