And state govts would prefer not to have to sue local govts to get them to comply! There's a whole toolkit of cheaper, less politically toxic options to help/nudge local govts to allow more diverse housing. Lawsuits should be the last resort (ahem, Milton).

Setting the right expectations can help avoid stakeholder frustration. Advocates & legislators should be clear about how long it will take for policies to generate new housing & the size of impacts on prices & rents. Don’t overpromise & underdeliver!
