Casten to Bessent on VZ oil money: "IEEPA specifically says you have to be engaged in hostilities with a country for IEEPA to trigger. Rubio said we are not at war with Venezuela. So unless you disagree w/ him, I'm unclear other what legal authorities the US has to control or disperse those assets"
