Former city manager Howard Chan hired a lawyer to help him negotiate to extend his contract, and charged $3K in legal fees to the taxpayers.
After Joe Rubin asked the city about it, Acting City Manager Leyne Milstein told him to pay it back.

I finished a book this month and it was the best book I think I’ve ever read. Or rather it is my new favorite book. This is the best feeling. And one I encourage everyone to pursue. I didn’t hurry through it, I hardly binged it. The heartache! The joy! I can’t stop thinking about it. So good.

This morning, I turned in my two weeks' notice. Friday, Feb. 21, is my last day at The Bee.

This is bittersweet to be sure. After 15 years in journalism (8 at McClatchy, 7 in The Sac Bee Capitol Bureau), I'm moving on.

We put it in quotes in our headline, because Trump calling it a department does not mean it is a Department — super helpful thread here
Just to clarify, a President cannot set up a real Department. This requires an Act of Congress. He can set up an office, or commission, but this will not be a real Department, and should not reported as such.
But with Schedule F, they could fire a lot of career civil servants.
