The last time we had a refresh cycle we tried to organize volunteers from staff to do the work and attest so that the shells could be donated, but General Counsel were not in love with that idea and it was nixed.

We wouldn't uninstall anything - once the drive is pulled, we still have to make it unrecoverable and fill out paperwork attesting that PII, PHI, and NPI have been destroyed. There's time involved and that time isn't free. The reality is that it's cheaper, faster, and less risky to ewaste them.

Well, they're kinda not wrong. My day-job company is refreshing 650 laptops. They're out of warranty, but about 2/3 of them would take Win11 (or Linux). However, just the time for the data destro and regulatory attestation (e.g. not loading an OS) make it a losing proposition, even outsourced.

If this is one of those 'choose the next item in the sequence' puzzles, I think I figured it out. I won't spoil it by posting the answer here, though.
