Storage of private vehicles is an expensive and inefficient use of Downtown land (and/or construction funds).

Transit, bikes, and feet (or wheelchairs) are much more cost-effective modes.

This might be the only bit I have a quibble with. Not that it's wrong, really. Just not the whole story? Rail can be overcome as a barrier. Freeways might have been seen as industrial infrastructure once but now we know it's just a choice to prioritize extractive dev. patterns over human places.

Also, public feedback was not mixed. It's unambiguously in favor of dedicated bus lanes. The GCRTA board also received no fewer than 95 emails in support of dedicated bus lanes.

While the other assumptions are wholly insufficient, the Brook Park parking math seems the most incomplete. Brook Park already has a parking tax of 3% for a reason: there's a lot of paid parking there! Can't ignore these or attribute them to a stadium when they're already there!

On the one hand, speed tables are proven to improve road safety - so, by definition, preventing harm to friends/neighbors/community members.

On the other hand, you might have to actually pay attention while operating a 2-ton machine? I guess?

Anyway...even the boulevard is over-engineered and hopefully will get calmed/reduced more.

And as for parking...don't burn the planet with private vehicle storage if you want a cool lakefront. Even the USDOT gets it:
