Rhode Island: 4 schools received a total of ~$159 million from the NIH in 2024. Of that, $100 million went directly to research and $59 million to facilities and administration. The new rate would bring that to $15 million, a loss of $44 million.

Massachusetts: 12 schools received more than $10 million from NIH in 2024, for a total of $1.2 billion. Of that, about $730 million goes directly to research and $450 million goes to facilities and administration. The new indirect cost rate would bring that to $110 million, a loss of $340 million.

New Hampshire: universities received $99 million from NIH in 2024. At current institutional rates, this was $61 million for research and $38 million for facilities and administration. With new institutional rates, for the same funding, they receive $9 million for F&A, a loss of $29 million.
