older fuel also has less controllable burn rate due to fissile products building up, so it's more desirable to vary burn rates using fresher fuel, tho i could be completely wrong. it's interesting that i haven't seen the real rationale for this spelled out, must be another case of xkcd #2501

the chinese HTR-PM600 commercial gas-cooled high temperature reactor is actually a combination of 6 smaller reactors housed in one containment building. this can be useful for doing maintenance, but i guess the moderator arrangement of surrounding the fuel load has issues scaling up.
