There’s more to it, but it I do think that seeing the trouble with streetcars in Toronto, and with buses in Vancouver has helped steer decisions away from mixed traffic options.
If there was a city in the US that made up the same % of pop’n that Toronto does for Canada, it would have 60mn people

Honestly the biggest issue Canada has, is that we constantly use the US as our measuring stick, and in so many areas, now more than ever, they set a really low bar

The usual complaints, it will be so expensive, nobody can afford it. Also, will be filled with crackheads and junkies, even some people who really believe that driving will be banned- in Kelowna!

It is a pretty famously useless index, but probably has some sort of correspondence with reality on the ground
