The current "war on drugs" strategy is a joke and a lie. It's a front to fill pockets w/ $ and power w/ a "look how we're helping" cover story. Supply isn't all that needs to be addressed. Address the demand, and you affect supply. Portugal has a blueprint that can be applied and refined.
