Well something must’ve been off. DOTI threw out five years of community engagement and a completed plan when the right people called. And it’s not the first time, either.

Did she happen to raise a question during the five years of planning and community outreach that happened before the plan was finalized? Or did she buy the answer she wanted after everything was done?

The ACA explicitly allows it, it's just that no state has taken up the effort.

Much like senior apartments, teacher housing, and service worker housing, artist housing is an example of "we will tolerate new housing in our community but only if it is reserved for People Who Really Deserve It."
