Yes... This is true! I worked very closely with Phil Mangano via MHSA. He was appointed by the Bush administration and took the lead in this regard with a national agenda of spreading 10 year plans to end homelessness. Housing First (Pathways Model) was one of the critical tools for achieving this.

Hey Jonathon,

Yes, Promoting Safety is 1 of 5 guiding principles of Pretreatment. It is based on harm reduction, as well as crisis intervention strategies. It's useful to think of crisis intervention as taking a more directive/active stance. My books demonstrate and explore this in some detail.

Absolutely.... Support services with a person-centered guiding philosophy and reflective practice for staff are critical for helping vulnerable people attain and sustain affordable housing- Learn more about a Pretreatment approach for Supportive housing, Street Medicine and outreach staff, etc.

I like the sentiment and agree that affordable housing should be our primary response. Criminalization just makes it worse and is unjust. Housing First is a good response as well, which means housing plus support services. Also, there are a number of economic and cultural causes to homelessness
