The studies on Housing First shows great success in addressing chronic homelessness and major mental illness. Housing First was never meant as a primary response to folks with opioid addiction & homelessness.

HF is not a panacea, but it is a crucial piece of the puzzle to effectively address the societal ill of homelessness
Homelessness will only decrease when the problem is resolved by getting politicians to adopt what works elsewhere, e.g., Finland's Housing First Strategy.
