Democrats only point of real institutional leverage is the budget and debt ceiling. Narrow majorities and GOP divisions mean they need Dem votes.

Instead of formally defying court orders, the Trump admin might start by adopting absurdly narrow views of court orders and proceeding as though courts didn't acually tell them to stop.
