The number of people who don't take transit due to safety concerns is eclipsed by those who do so because of speed or convenience, both of which would be improved by more bus service.
Commute Seattle 2024 survey results for why drivers don't take transit. Most relevant for this discussion is because driving is faster (59%), driving is more convenient (47%), and because of safety concerns (22%). Numbers do not add up to 100% as drivers can select multiple options.

There are just tons of pedestrians overall at this intersection. SDOT's recent Denny traffic study even has pedestrians outnumbering vehicles here.
