Its pretty clear now who Russia was relying on to maintain their naval strength (albeit no doubt their trainers also deserve credit - the win belongs to the Ukrainians). The problem with empire, once you've lost your minions, you have to send Musocovites or Peterburzhechs to war -> a failed war.
