Is there any physical or policy reason you couldn't you set up a solar and battery system that plugged into an outlet such that the battery provided 1.2 KWs of electricity 24/7?

Just got back from Europe, where gorgeous third spaces and generous public services abound. Americans are so terrified that The Undeserving might get something that they'd rather have nothing for anyone. Why THAT is the case is another question.
