Horowitz has written Bond and Holmes, he's more than familiar with inconsistent interpretations of the characters for different storytelling results.
And, I was very much online when Casino Royale came out, and I can't remember any widespread confusion at the idea of a reboot.

The problem is going to be the conflict between wanting answers on how all this works, from the general what's the plan now you're all connected, to how does sleep work in a hive mind, and the storytelling need to not get bogged down on specifics.

I'm pretty sure that this was an action movie plot in the 80s, but then it Beirut.

Don't forget that part where three years after it sank, BP built an oil refinery on Grain, well within the blast zone.

Around 15 years ago Sir Norman Foster suggested turning Grain into a four runway airport to replace Heathrow.
So that would put a major international transport hub right next to the largest unexploded bomb in the UK.

The early 80s were weird like that.
Anyway, a couple of years after the Montgomery was sunk, BP opened an oil refinery on the Isle of Grain, well within the blast zone.
Yeah, that's what they call joined up thinking.

Honestly, being local enough for a primary school teacher to use the Montgomery to introduce the concept of existational dread to a class of six year olds, the immediate decision to build an oil refinery on Grain right in the blast zone was insane.

The pre-title sequence of the first film would end up being a WW2 Flashback where a young Bond does a Commando raid for Ian Fleming.

Ultimately, this leads me to more questions about Antony Horowitz than Bond.
Perhaps he isn't the storytelling guru that his reputation leads us to expect.

You don't even need to acknowledge that, let the fans who care blather on and just concentrate on making the best film you can.
