Most Americans are afraid of being randomly attacked by ice and tear-gassed.

It was a pepper ball, not tear gas. Still reprehensible and obviously premeditated. Look at how many protesters he walked by/through to get close to his "target." There was no fear of bodily harm, no fear for his life, just a plain desire to inflict suffering on another human being.
