Could work! I think either whole region (minus Cornwall) or urban area level devolution would be preferable to Dorset + half of Somerset + most/all of Wiltshire.

I very much disagree with Tom on this, but isn't he entitled to state his opinion? He has his own views and his own democratic mandate.

The whole planning system needs complete overhaul from top to bottom. The job of planners should be to get things built, not find any reason to block them.
