That's right - but in practice the interest earned in your Cash ISA is treated as income and unless you earn over the threshold ($130k) so its no biggie. Whereas for S&S ISAs you have to report every trade which can be hundreds a day

One issue I haven't seen picked up is Cash ISAs are one of the very few ways US citizens can get decent returns in the UK. Squeezed between ludicrous investment reporting requirements by the IRS and onerous taxes on savings in UK. 000s of thousands of US citizens in UK (more soon...) say booo

Spoke to an ex-NYC friend about this and she said its due to the awful work culture and frequently being handed urgent work to complete right before home-time. Normalises it for other occasions too I guess
