I have been using it to design stuff to 3D print. So I could generate models of the words easily enough, but I have not touched animation/backgrounds/textures at all. I don't know what level of support Fusion has for doing that, or how big a learning experience that would turn out to be.

No, it's Fusion360. I think Blender would be used more for organic/artistic modeling, whereas Fusion is targeting geometric/mechanical modeling.
