Trying to figure out this whole Epidemiology thing on the West Coast of the US (Olympia, WA). Father of a great kid and and two cats. Lucky to have a tolerant partner.
So went to pick up the child today and this wonderful news greeted me. Second major set of afterschool care disruptions and it is only six weeks into the school year!

But this section really does make a big difference in interpretation. People who do the analysis or who acquire the data are affirmatively required to be given an opportunity to collaborate. Now I am sure that this can be gamed, but it is a good reminder to read all of the fine print.

Namely, these criterion which seem to limit passive authorship. They also matter a lot with things like data sharing and whether you can just publish on data somebody else acquired. Reading the four elements it seems you can.

Outsourcing? Benchmarking to institutions in different markets that may or may not be really comparable. Big IT projects and properly managing out-sourcing are difficult competencies and could easily lead to less efficiency.

Now I could worry that international students are too high to be sustainable, based on this figure. But the idea that the Universities are not sufficiently lean is odd.

But they have a whole section (part 3) about enhancing cost effectiveness. From a government of Ontario point of view, I would presume that a world class university system at a fraction of the cost of other provinces should answer this question. Why doesn't it?
