FEMA also researches on how to make bldgs safer. We have learned from hurricanes, tornados, and earthquakes; that is applied to codes. This research is done by prof orgs such as the Amer Soc of Civil Eng, schools, and fed agencies such as FEMA and NIST. This makes buildings safer and saves lives.

I recommend reviewing the FEMA Wikipedia page for a brief introduction to all the various things FEMA provides to help with disasters. Think about what it would take for each state to develop those resources, and how much it would cost each state.
