A few hours in and already heard two journos saying that “climate change was rejected as a top issue in Germany”. Making this inference based on the single fact that the Greens lost some of their share is lazy at best.

Rather than trying to discern a 5 dimensional chess master strategy behind every Trump utterance, it's more analytically accurate to consider the possibility that he is a gullible fool who is easily conned by anyone able to wave a map with some supposed natural resources on it.
