What does this have to do with the Africa Stream map? By suggesting there is a UAE base in Chad, the map leans towards the Sudanese military and against the UAE.

Over at former Twitter, a disinfo operation called Africa Stream posted the alleged location of foreign military bases in Africa.
Of course, the map is wrong, as it overestimates US bases and does not include Russian bases. People noticed this immediately.

I am not an expert in international negotiations, so I am likely wrong here. But, could it be that the Russian side chose to have one person fewer on their end to give the US side a false sense of security in numbers?

As mentioned in last week's Russia-Africa Monitor, Sochi hosted the 1st Russia-Africa ministerial forum. Among the topics of their business programme, there was a panel dedicated to ‘e-governance’, with a heavy accent on ‘digital sovereignty’, a shorthand for more RU involvement.
Today and tomorrow the Russia-Africa ministerial forum is taking place in the Sochi area. The themes of the discussions show Moscow's ambitions in the continent (security, medicine, education…). There is also a panel about ‘decolonisation’, featuring some of the Kremlin's top spin doctors:
