The question is interesting, as the question could be restated whether there is a combination of projects that could produce the same number of jobs.

It is difficult to answer, but it would be interesting to ask what could have been built on the 290 acre site if Pima County put out an RFP first.

There's also talk about putting caps on all public housing assistance which will just unhoused more people, creating an even bigger problem.
Bullshit hurting the unhoused population is happening at the federal, state, and local levels.

It's no joke. Trump's FY 26 budget proposes removing all housing funding for homelessness and instead concentrating it under shelter. HUD sent out an email last week saying its intention is to focus on treatment of addiction and temporary solutions (shelter, transitional housing).

It's not necessarily ICE. The timing of ICE ramping up and many of these anti-homeless laws taking effect overlaps.

All that to say, it's highly highly likely some unhoused people are missing because they have been kidnapped by ICE. Others are missing because of new local laws.

They're being displaced by police ("leave or you'll be arrested") or actually arrested. And the guy in this video is right to express concern, because these folks are vulnerable to abuse, violence, and mistreatment by law enforcement.

Since this ruling, tons of other jurisdictions began writing and passing ordinances and laws criminalizing visible, unsheltered homelessness. We're at the time now where those laws are being enforced, so it makes sense that someone would start to notice people missing from their usual spots.

Last June, the supreme court ruled in favor of the City of Grants Pass in Johnson vs Grants Pass, allowing the city to criminalize rough sleeping/unsheltered homelessness despite not having anywhere (enough shelters) for people to go.
