One other thing I'll add: the ACA Marketplaces are ALREADY set up so that you can shop and compare plans relatively easily.

And the subsidies ALREADY go straight to consumers. They just don't get it in the form of a check. And they have to pay it back if their income passes a certain level.

The only real solution, the solution every other major country in the world has already adopted in some way, is to cover everyone in the same plan. The risk pool is huge, the costs are shared by all. And no medical bankruptcies or deaths due to lack of coverage.

Bottom line, you can't 'free market' price health insurance because consumers don't know what they need.

You can't start putting people into 'sick buckets' with specific insurance for their specific needs because the risk pools will price most people out.

Same with having plans that cover maternity, or physical rehabilitation services, or inpatient surgery. Only pregnant people, or injured people, or sick people, will buy those plans. "Healthy" people aren't going to pay those rates when they don't think they need that care.

If the answer here is that some policies cover cancer and some don't, then the only people who will buy the cancer policies are people with cancer. Which means the risk-pool is sicker, they'll need more care, and their premiums will be super unaffordable.

Now you're shopping for health insurance.

Are you planning to get the flu next year? Appendicitis? Will you slip on some stairs and require 6 months of physical rehab? Will you get cancer? Unplanned pregnancy? Planned pregnancy with complications?

You don't know. You can hope, but you don't know.

Technically the people are already getting the money, that’s why I have to include the total subsidy amount with my taxes every year, and pay it back if I earned too much income. It’s just that if we want health coverage, we have to give that money (and more) to the insurance companies.
Trump: "We want a healthcare system where we pay the money to the people instead of the insurance companies. We're gonna be working on that very hard over the next short period of time. Where the people get the money. We're talking about trillions and trillions of dollars."
