It's clear that this Liverpool is not the same locomotive Bury built in 1830, also named Liverpool, which as legend has it was later sent to the Petersburg RR. As well, it appears this was not one of Bury's standardized designs, being considerably smaller and lighter than Bury's typical locomotives.

I'd go further. Any semi truck operated within city limits should be a cab-over.
