On the ground, it seems like a lot of homeless people have shifted to state land to avoid the sweeps. When ODOT comes for them though, their belongings will be rounded up with reckless abandon (at least from what I observed).

The City of Portland has ramped up enforcement of a camping ban when the City doesn't have enough shelter for everyone living on the street. If the city confiscates someone's belongings, there are challenges to getting it back. This pushes some people onto State land, which is a gamble.

If you want to experience Portlandhenge stand on the south side of the Hawthorne Bridge and look south on a partly cloudy day, late in the afternoon. You may see the sun shining on the hillside and light up both Aerial Tram passing one another.

The landscape of Portland, OR generally follows the Willamette River in a valley. The river almost uniquely flows north south, so there is very little chance in the city to capture a photograph like Manhattenhedge where the sun sets in between two buildings.

This is the next best thing.

This is what I did with vite and custom elements in a Decorator pattern, but you could use the pattern wherever styles need to be defined.
