Not calling a general strike when you don't have the capacity to make one happen isn't something to need to apologize for. The real mistake was suggesting that a general strike was an option when the Fed did not have the capacity to follow through on the threat.

the alberta bill of rights was always meaningless because it didn’t apply to employers or protect drug users from police abduction, but the govt ignores everywhere else it when convenient

The notwithstanding clause would allow the govt to override the Charter, the Alberta Bill of Rights and the Alberta Human Rights Act.
