Nope. New Orleans, Shreveport, Monroe and Baton Rouge (or maybe it was Lafayette) all voted over 50% Democrat. New Orleans by a landslide. The cities are demographically liberal but Republicans still vote too. And more regularly. Hence the 60/40 split statewide.
