One can train people. I was able to help migrate some applications at the Treasury Dept to AWS, of course that's different than running and maintaining the infrastructure. I still think it was better to keep them in house, they ran fine without any issues.

It was a good experience living in Europe. I worked at NIH for about 14 years, lots of scientists from all over the world. Told me interesting stories and about their hardships.

I lived in West Berlin in the 80s. I would visit the DDR (East Berlin). You would see lines of people at stores. I was told when a store got a shipment of toilet paper, word got out and there was a rush to that store.
