How is it possible to accept someone’s protest and then fine them?

Almeida with a 16” advantage to Vingegaard and 19” to Roglic.
He lost ~20” to both in stage 7 TT @ TdF last year.
Would be his 3rd GC win and 1st since 2021.

#VoltaAoAlgarve final stage TT today with finish up Malhao.
Almeida with a 16” advantage to Vingegaard and 19” to Roglic.
