Whatever war might be coming in Europe.... It's the US that agreed to Article 5 when SecState Dean Acheson signed the original founding document on behalf of the US on 4 April 1949. The US and that agreement lead the way to this moment, the US can't skate responsibility.

Existing law and precedent treat completed presidential pardons as final and beyond the power of later presidents to undo. So no, he can't nullify them. But if he could.... then anyone receiving a trump pardon should be worried that it could be nullified by the next president.
