Well, it's devs getting out of the way of a game that they didn't know the launch day of until just recently. Borderlands 4 we've known the release date for a bit, and is a different genre of game. Very different situations & audiences (I seem to be in the center of the Venn diagram for these two).

My favorite train games are Colt Express on the tabletop and Monster Train on PC… which are technically train games, but probably not what you were looking for. :)
