If memory serves, the buildings were partly demoed by the owners years ago & the city stopped the developers from finishing, but not forcing them to repair them. So, in inimitable #HamOnt city hall fashion, the buildings slowly decay & collapse, like those old barns you see out in the country.

Only dyed in the wool commies (my mom was one) have celebrated May Day in this here town.
