It's obviously absurd to blame David Lammy for the mess the system is in when he's been there a few months and the last government drove it into a wall.

I think you can make a reasonable case (though not one that I would support) for humane and rare capital punishment as a sanction of last resort. I can't see any rationale for *putting people in the stocks* beyond 'I want to be able to humiliate the types of people I don't like in public'
