I guess it's a gradient, but i'd say the *least* indie a game can be to qualify:
Credit size under 50 full-time staff (not including QA, Translation, Distribution)
Under 20% of the team should have AAA credentials
Self-published or one of the "Indie Pubs" (Devolver, Annapurna, Panic, Finji, Kepler)
