Really should have said "second level of power."
The Democratic and Republican wings of capital include different sets of interest groups in their coalition, but corporate capital -- albeit somewhat different compositions of it -- is at the core of both.
As C. Wright Mills noted, what interest group pluralists count as "interest groups" are all contending at only the second level of policy -- how big the welfare state will be, &c. The basic structural features of corporate capitalism are tacitly agreed on by both parties, and therefore not "issues."
