Arco de la Victoria, Madrid.
Placed near the entrance to Madrid's vast University City, commenorates the victory of Francoist troops in the Battle of Ciudad Universitaria in November 1936. The battle resulted in significant destruction of the University which had essentially become a battlefield.

Though I think originally it goes back to the environmentalist (Federated Garden Clubs of Maryland!) Alice McKeon's pamphlet 'The Litterbug Family' (1931) which combined a campaign against roadside litter with criticism of advertising billboards.
